Kurt wrote in his mail do devel-announce:

"There might also be packages for which the changes are more
involved and that can't be fixed in time for the release. If you
want to stay with OpenSSL 1.0.2 you need to change your Build-Depends
from libssl-dev to libssl1.0-dev."

This looks to me as if the release team has agreed to keep openssl1.0 in
Debian for the next release, maybe because the amount of programs
depending on the older release is too bug and the timeframe to short
prior to the release.

I guess the best thing for the Bacula package would be to implement the
switch to libssl1.0-dev to fix the FTBFS bug for now.

The release 7.4.4 to experimental seems fine, at least my test
installation shows now regression (but I ran the changed scripts for a
month before the upload, so that was expected from me), so I think you
could move this, including the libssl1.0-dev change, to unstable next.
