I wondered about this, because during one of my tests with libssl1.0-dev
as dependency I ran into the same bug you did, because my build-chroot
used an outdated mirror which pulled in the wrong libpq-dev which still
had the libssl-dev dependency. I "fixed" this by adding "(>=9.6.1-2)" to
enforce the correct version.
But this should not happen on the normal buildds, hopefully.
