[pkg-bacula-devel] Branch maintenance for systemd-fixuser

Hi!

FYI: I will do some branch maintenance for the systemd-fixuser branch,
possibly splitting it into two new branches.

Right now it contains changes for a) removing the ARGS variable from the
defaults files and hard-coding the user into the init scripts and
systemd units and b) starting bacula-fd as non-root.

To be able to easily merge a) I have to split b) into a different
branch, so its changes don't interfere and block a).
