The code to generate and install the file was present from 5.2.8 to
7.0.5, then disappears until 7.4.4 to 7.4.7, but disappears again in 9.0.0.

My guess (I haven't looked at the upstream git just yet) is that Kern
branched from 7.4.0 to get to 9.0.0, forgetting to merge the fix that
went into 7.4.4.
