The units for the director are inside bacula-director. I see no need to
change this.

While it is nice to not install the changelog multiple times, if it
can't be avoided then it can't be avoided. Introducing another package
just to keep this up creates more overhead than it reduces, MHO.

But something is still wrong with my current implementation, the piupart
upgrade test still fails, even with maintscripts.
