Yes, the problems with dh11 in stretch-backports have been solved. The
dependency on minimum 11.3.2~bpo9+2 is needed though so we don't FTBFS
during the BAT build.

If the Upgrade Stable->Sid works, then the Upgrade
Stable->Stretch-Backports has to works as well.

I am currently tinkering with a local piuparts setup to better automate
those tests.
