Yes, it goes into debian/gbp.conf in the debian/latest branch.

You never touch the upstream/latest or pristine-tar branches directly, 
other than to push them to Salsa. Or you can use "gbp push", which 
should do everything for you.

10 ist the current Enterprise version. 11 is the next Community one, 
with 12 being the next Enterprise version, and so on.
