I know they do, but the current sqlite-update script is just missing any 
code to upgrade from Bacula 7 and Bacula 9 to Bacula 11.

It does however contain code to upgrade from earlier releases, so 
someone must have touched it since.

Something must have gone wrong during the branch and merge for Bacula 
11, I guess.

But this may be the time to discuss sqlite3 in general: Do we want to 
continue to support it?
