[pkg-bacula-devel] Move *json binaries to appropriate packages

Hi!

While on the case of the missing man-pages for the *json binaries I
noticed them all being installed into the bacula-common package.

While this does not create a problem per se it is technically wrong,
since for example the bdirjson binary is useless on any system without a
director running, since it needs the /etc/bacula/bacula-dir.conf file.

The same is true for bfdjson and bsdjson.

I think doing this now when moving the binaries to /usr/sbin is the
right time to do this, because if we do it later we need
Conflicts/Replaces in place to move the binaries between packages.

Comments?

Grüße,
Sven.
