[Pkg-bazaar-maint] bzr/bzrtools

Hi all,

Gustavo uploaded bzrtools 0.15.4 so there is no currently pressing
issue, but as you can read on http://www.perrier.eu.org/weblog/2007/04/21#bzr-rant
I sure messed up in not coordinating the upload of bzr better so that
this would not happen. 

I'd really like for this to go smoothly next time, so I'm now sending my
first mail to pkg-bazaar-maint to kick off some more awareness than that
shared by the #bzr denizens.

bzr 0.16rc1 has been released, as well as bzrtools 0.16.1, so we'll have
a set of bzr/bzrtools ready to upload soon again, let's try to do it at
the same time this time.
