[Pkg-bazaar-maint] Planning to upgrade branches to dirstate-tags

Hi guys.

If nobody objects, I'd like to upgrade those branches that contain
debian/ to dirstate-tags, and add tags to previous uploads. And continue
doing so in the future, of course. :)

I'll leave alone those branches which contain more than debian/
(bzr-builddeb, bzr-svn).
