I did put bzr-svn up for adoption first about a year ago and later orphaned it. See:

but there were no takers.
Keeping packages with release critical bugs (not building from source, failing testsuite)
in Debian isn't helping anybody - it won't actually make it into a release, and
users are left with software that doesn't work.
If somebody wants to pick up maintainership of the bzr-svn package in Debian,
it should be easy to reupload it, possibly as part of the pkg-bazaar-maint@ team.
