I just looked into the BOINC-dev package. The files

should not be in there but move into a separate package, and this is what
the boinc apps should depend on. How about "libboinc-app" as a name? And maybe,
boinc-dev should be renamed to libboinc-app-dev. Opinions?
While you are at it, boinc-app-set only depends on the boinc_api.so.

The problem hence must be in there. Can you confirm that the problem reappears when installing only the -dev package of 7.0.28.
or just that _api.so file from it, and leaving everything else as it is?
