Hi. 
The HTTPProxyServer bug is still existent and meanwhile i can reproduce the bug in VirtualBox.
I created a fresh virtual Debian Jessie VM, full updated, no clamav installed. 
After installing clamav + clamav-daemon the new created freshclam.conf  shows the bugged entries:
--8X--------------------------------------
# Proxy: Ü
HTTPProxyServer Ü
--8X--------------------------------------

I can send you the VM image or help you troubleshooting but i dont know how. Please advice!
we can comunicate via mail or irc.
