We agreed that this  "HTTPProxyServer" should becomes its own report (and bug
number) and this bug (#775400) is for the (apt-get install clamav-base + remove
+ install) where we lose /var/lib/clamav permissions.

Okay, this is good to hear and thank you for looking into it. Can you open a
new bug and describe everything required to reproduce this bad behaviour within
the report? If sharing the vm image is helping I can give you a FTP account
where you can upload the image.
