Unfortunately the licensing terms of the upstream tarball are not
sufficient for entry into the Debian archive.  Although project.clj
mentions the EPL license, that is not sufficient.  The upstream part of
the package needs to include a full copy of the package license.
Additionally, the license should be mentioned in each file.  A
statement of copyright and, for the EPL:

 THE ACCOMPANYING PROGRAM IS PROVIDED UNDER THE TERMS OF THIS ECLIPSE
 PUBLIC LICENSE ("AGREEMENT"). ANY USE, REPRODUCTION OR DISTRIBUTION OF THE
 PROGRAM CONSTITUTES RECIPIENT'S ACCEPTANCE OF THIS AGREEMENT.

Additionally, the choice of GPL is problematic (although not strictly
speaking something to reject the package for).  The EPL and GPL are not
compatible, see:

http://www.gnu.org/licenses/license-list.html#EPL

This can cause problems, for example, if there are ever patches in debian/
patches.  Unless they are explicitly EPL licensed, the package would end up
undistributable.

You can either repack the tarball yourself to add the license file have
upstream do it (in the long run, have upstream do it).  I would strongly
encourage you to license the Debian packaging with a license that's EPL
compatible.  It will make maintaining things easier in the long run.

Please fix and re-upload.  I'll have another look at it then.
