Please file a bug against regex as this situation is not really acceptable.
You might also want to ping cgrand on IRC as he might simple have forgotten to
push the tags.

As they haven't released a new version yet we cannot package it. I would think
it's fair game to explain the situation in the copyright file (in the Comment
field). Just read
http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/#fields and
in particular the description of the Comment field.
