The point is that the quill releases do not fit Debian's definition of source, so the bug IS valid at least for quill.
Bastien pointed to the non-minifies quill files because they are readable ("full") source but not source that is defined 
by preferred form for modification.

The right thing would be to create a libjs-quill package that builds the module from the source available at: 
https://github.com/quilljs/quill. Then depend on that package.

Actually, this is a serious bug as filed by Bastien. If we as a team cannot afford the time to make this package abide 
by the DFSG, then it is justified that the autoremove automation kicks in.
