I have written to DSA, and am forwarding their reply below to you.

So the best thing I can now think of to do is to update my local debian
unstable to the very newest and then try again to upload. In case of
failure, I'll definitely tell you.

That's not an issue, and isn't the cause of your build failures.

Rather, your issue is this:

dh build-arch
   dh_update_autotools_config -a
        install -m0755 -o 0 -g 0 -d debian/.debhelper/bucket/files
install: cannot change owner and permissions of
‘debian/.debhelper/bucket/files’: Operation not permitted
dh_update_autotools_config: error: install -m0755 -o 0 -g 0 -d
debian/.debhelper/bucket/files returned exit code 1
make: *** [debian/rules:6: build-arch] Error 25
dpkg-buildpackage: error: debian/rules build-arch subprocess returned
exit status 2

which is debhelper bug #1026125, which is already fixed in unstable.
