Imho we could do the following:
Take all debian fixes from cryptsetup and put it also in
cryptsetup-luks (as patches). Sync the manpages.
Than we have 2 equal packages, but one with LUKS support.
I'take the next release from cryptsetup-luks from the alioth svn, so
the codebase gets enought testers.

Than we could just rename cryptsetup-luks to cryptsetup, and let
cryptsetup without luks die.
Also we should take care of current cryptsetup-luks users (with
seamless upgrade path + a provides cryptsetup-luks in the new
cryptsetup package with luks).

In the end we have _one_ cryptsetup with luks support and many
happy users :)!
