Dear Maintainer,

cryptsetup can't open any devices any more if /usr is on an own
encrypted partition, because one of its needed shared libraries is 
located in /usr/lib instead of /lib:

$ ldd /sbin/cryptsetup
 [...]
         libgpg-error.so.0 => /usr/lib/x86_64-linux-gnu/libgpg-error.so.0 (0x00007f114a4f5000)
 [...]

Obviously without the library cryptsetup fails to start.
