/etc/default/rcS contains:

Out of curiousity, what is the setting of that variable in your own
/etc/default/rcS?

I think the answer is yes, we need the variable.  The question is more
about what is considered "verbose".  Are the short one liners, like
"starting foo", "restarting bar" and "stopping baz" verbose?  Should
those be considered the "quite" versions, with longer and more detailed
messages being output if VERBOSE is set?
