Interestingly, it's "no". Note that this is a default etch install,
which means that users would have to take manual action after a default
install to get any init-script output whatsoever, if all scripts would
implement VERBOSE.
But /lib/init/vars.sh also comes into play, which might change the
variable.

It seems that policy doesn't define this behaviour. Personally, I think
the one-liners are not verbose, but I also think that VERBOSE works in
the wrong layer, it should be integrated with the lsb_* output functions
and be transparent to the init-script writer.
