[Pkg-dpdk-devel] not-so-multiarch

Ok,
with the latest one I was able to build against the proposed changes in
dpdk [1].
Also I was able to "still" build against the former dpdk [2].

Also if there is no pkg-config for libdpdk then all should be as it was
before.

I think I need to suggest that upstream to openvswitch (I'll set Luca on
CC).
Once accepted there I can backport that onto our openvswitch.
Then finally we can accept and upload into 16.11.x packaging.

Ok with that approach?
