You can use dpkg-buildpackage -nc -T<rulename> to call debian/rules,
but still have the advantages of dpkg-buildpackage setting up the
environment. So the debian/rules specific-rule-running feature is
still available along with a 'use dpkg-buildpackage' stipulation.

(I assume it still sets up the correct variables in this usage mode).
