There is $(dpkg-buildpackage --target=target[,...]) to call single targets, so
requiring dpkg-buildpackage does not automatically take away the ability to
only run parts of the packaging machinery.
And are there really that many packages that take hours to build but where the
targets in debian/rules are fine-grained enough to only do a small chunck of
the build?
