You can either:

1) Upload the source package to Debian mentors [1], and send us the link 
here to review it.

2) Join the pkg-electronics team [2] and add your work to the git 
repository.

Upstream needs to specify a license and include it in the upstream 
tarball. You can suggest something like GPLv3 or later to him.
