And yes, I guess the pkg-electronics team is the perfect place for such
a package.

Unless formorer is ready with a replacement of the current Alioth
universe you still need to be a member of the pkg-electronics team on
Alioth as you already pointed out. There is a small sentence on the wiki
page about that requirement.
Some months ago I was in the same position as you while trying to place
the KiCad packages into Debian Electronics Team.
I was simply requesting a membership on Alioth an Bdale was granting me
access rights a few days later.
