the policy doesn't require a dbgsym package, but mostly it's really
better to provide such a package. Without this users can't provide GDB
logs which are useful for you as the package maintainer. If you think
it's o.k. for now to have no dbgsym package it's your decision. But be
prepared that people might request such a package by a bug report. :)

As no dbgsym package is not a RC state it's fine to upload the current
state.
