I think this has managed to happen during the Python3.9 default
transition. In particular:

libsigrokdecode has only just been updated to fix this, but it seems a
build-dep on python3-dev is not actually sufficient to tie the
versioning together for the -dev package i.e. the build dependency check
should have failed rather than it getting this far.
