[Pkg-electronics-devel] Latest KLayout

Hi,

I was unsure if I applied the last patch correctly so if it looks good then
I believe all things are done!

I just pushed a commit to include Python 3.10 for the first patch in the
queue, thanks for pointing that out.

Let me know what the next steps are.
