I think pyTooling is quite generic and does not provide anything
specific to do with electronics, so the Python team would be a better
fit.

I am not really experienced with Python module packaging. The Python
team would be more helpful with packaging issues and sponsoring, I
believe.

Just FYI, you do not file ITPs for packages for which RFP bugs exist,
you reconfigure the RFP into an ITP instead.
