Yes, a user can simply download, unpack this library and use it without 
system installation.

Nevertheless I believe system installation would as well be beneficial. 
First, 'apt-get install' saves time wrt searching, downloading and 
unpacking. Second, for user-installed libraries one has to set 
appropriate Arduino library paths, while installing in system location 
would make them usable out-of-the-box. Finally, I find it neat to have 
dependency versions tied to the OS version.
