I take it you mean that the backported dh_elpa should *generate*
dependencies on emacs 24.5? I'd be interested to hear others' opinions,
and maybe I've misunderstood the issue, but I don't think that's the
right thing to do.
It seems like the problem is with the one of the various htmlize
versions floating about. The problem is not in dh_elpa, so far as I can
tell. So it seems that the fix should go into the package that needs
htmlize (muse) or one of the packages providing it.
