Yes, it's in the "elpa" branch of the tpp packaging git repo on Salsa:

It's basically just this commit:

I had to patch tpp-mode.el slightly as the headers and footers didn't
seem in the proper format either.

(Did the commit only after I had the bug number, so I didn't cite it
in my initial bug report and later forgot to add it.)
