Oh my, that was my fault, and I failed to CC you.  Sorry!  Yes, I
usually reply either directly from email, or via bts --mbox show. :-)

Thank you!  I hope that two data points (verbiste-el being the second)
will be enough to identify what is causing this mysterious .desc issue.

Mm, it might also be the case that tpp-mode.el and verbiste.el are
missing something that is essential to an ELPA package's (packages.el)
form.  P.S. I'm not sure if it's a hard requirement or the standard
convention, but usually debian/control will produce a bin:package
named elpa-tpp-mode, and for this package debian/elpa should be named debian/elpa-tpp-mode.elpa.
