The EDITME.exim4 files are used to create the Makefiles during the
build process. Important.

Probably. If it breaks, you can keep all pieces.

I have heard reports of people copying the Debian-exim line in
/etc/passwd to create a second name for the same UID, putting it
before Debian-exim to fool ls and ps. Again, if it breaks, you know ...
