That looks like a DNS issue. what does "dig mx atlassian.com" say on
the system? What does exim -bV | grep '^Configuration' say, and what's
the contents of your /etc/exim4/update-exim4.conf.conf?

/usr/share/doc/exim4-config/README.Debian.gz would have answered your
question.

and is unmaintained upstream since 3 years. We would have appreciated
if you had given us the opportunity to iron out a possible bug in the
package.
