Single or multiple configuration files ?

I guess there is a misunderstanding:

No matter whether you choose split config or non-split config there'll
always be installed *both* /etc/exim4/exim4.conf.template and the tiny
parts below /etc/exim4/conf.d/

Quoting the respective question:
 The Debian exim4 packages can either use a single monolithic file
 (/etc/exim4/exim4.conf.template) or about 40 small files in
 /etc/exim4/conf.d/ to generate the final configuration.

That is, the question selects which files are used as input to generate
the final configuration, it does not change anything about the input
files.

And this is not going to change, as these ar dpkg-conffile which the
maintainer may not touch.
