None that I know of, but that doesn't prove much.  Debian does have 2
TeX distro's now, and I have noticed some problems getting a texinfo
install with the newer one (texlive) on a newly installed system.

I don't know if tex is required to get from the source files to info
files; in princple it seems it would only be needed to produce tex
files.
