Bug#353905: exim4-config: maybe some don't need to run the daemon

I'm not sure basic users ever see any question posed to them about
indeed whether they need to run the exim4 daemon or not when they are
offline (or online?). Indeed, I turned it off with rcconf and it seems
things still work. My mail is still sent upon modem connection etc.

So be sure to document "the basic question and pros and cons and/of
what classes of users might not even need to run the daemon." "What
does running the daemon buy me vs. not."
