The only supported way to run the exim4 packages is doing it in the
way we decided. The default is a daemon listening either on all
interfaces or on 127.0.0.1 (there is a debconf question for that). The
daemon is configured to spawn a queue runner in regular intervals,
enabling exim's load control mechanisms to work.

Modifying the default regarding daemon configuration is experts-only
turf, they should be able to decide for themselves.

That being said, send a patch documenting what you indend to have
documented, and we'll see whether it gets applied.
