RFH: Removals - outstanding bugs need to be analysed

A number of large packages were removed from unstable recently,
including PHP 4, Exim 3, BIND 8, Apache 1, and emacs-snapshot.
We need volunteers to go through the outstanding bugs of these
packages to see whether bugs are specific to the old version
of a package and should be closed, or whether they still apply
to the latest upstream version and should be reassigned.

If you're interested in helping with this, please start by
going through the list of outstanding bugs and contact the
maintainer of the package to discuss how to proceed.
