What is "exim4", heavy, light or something else?

You can try filing a wishlist bug report.

It contains the essential components for a basic exim4 installation.
I think that makes clear that it includes the lightest variant of the
daemon. The package also depends on "exim4-daemon-light |
exim4-daemon-heavy | exim4-daemon-custom", from which apt in default
configuration will choose exim4-daemon-light if no other daemon is
explicitly asked for.

for example, when you apt install exim4 exim-daemon-heavy, you'll get
the heavy daemon.

I don't think that a package description should need to explain how the
package manager works.
