exim -bP just prints all configuration options that were read - just
making sure that your configuration really reaches exim.

strace(1) is a tool which will print all system calls a process makes
to a console or a file. I would be interested to learn whether your
exim opens your bounce file.

Depends. Are you sure that it is really your exim generating the
bounce, or is it fetchmail or some other program? Can you show log
entries for the delivery of such a bounce?

Anyway, it is a bad bad idea to bounce spam after accepting it. Better
silently discard it, or you'll generate spam backscatter.
