The fact that you're using DHCP or static ip addresses to configure your
host's network doensn't affect the exim config, provided you're getting
correct DNS (forward adn reverse) results. You can, and probably must,
configure exim using no ip addresses, but names instead.
Can you obtain your ISP mail (smarthost) address with dig?
