That's not what I had in mind when I had to decide the order in which
to evaluate the orders.

Did you try excluding the "bad" IP address from the dc_relay_nets
list, like in "!10.11.12.13;10.0.0.0/16" which will hopefully allow
all 10.0.0.0/16 with the exception of 10.11.12.13?
