That did the trick!  Thank you so much!  I will experiment a bit more to make
sure the rest of the IP block can still send, but that appears to be doing
just what I had been aiming for!

I did have to make a small change in the syntax - I had to put the negated IP 
on its' own line, I got a 451 deferral error when I had them on the same line 
as per your example.
