I simplified by eliminating the autogenerated ips and now have
dc_relay_nets='192.168.0.0/16'

However, the configuration machinery itself has generated the :'s
MAIN_RELAY_NETS=192.168.0.0/16 : 127.0.0.1 : ::::1
in config.autogenerated

I only ran update-exim4.conf, not /etc/init.d/exim4 anything. Hence my
theory that the running server process did not pick up the new config at
first. I'm not sure if it noticed eventually, got restarted, or maybe I
did /etc/init.d/exim4 reload or restart and forgot (?).
