That depends on what kind of configuration you have selected upon
installation. See /usr/share/doc/exim4-base/README.Debian.gz chapter 2.1

That would be the correct place for unsplit configuration.

It belongs in the "main configuration settings" part.

The "exim paniclog /var/log/exim4/paniclog has non-zero size" is just
a warning with no effect on exim at all.

Wrong place.
